Cargo Transfer Assurance

1. Operational Trigger

A cargo transfer, custody transfer, maintenance, inspection or operational safety event requires governed assurance before an Action Proposal is made.

2. Fragmented Current State

Vessel, cargo, tank, measurement, inspection, maintenance and policy records may be distributed across operational, asset and assurance systems with different identifiers.

The issue is not that operational systems are wrong. The issue is that each system may hold a partial view of identity, evidence, policy, events or authority.

A governed proposal may recommend approval review, escalation, investigation, inspection, maintenance review or operational hold for accountable handling.

Operational, safety and assurance authorities remain responsible for judgement. Enterprise Reality establishes governed understanding before any Action Proposal, approval or execution authority.

Human review remains essential where required. Regulated judgement is preserved, and Enterprise Reality supports rather than replaces accountable decision makers.

7. Organisational Value

The organisation gains a clearer audit trail across operational evidence, policy and authority while preserving source-system ownership.

Expected value is described qualitatively: consistency, traceability, explainability, governed automation, cross-system understanding and improved auditability. No quantified return or deployment outcome is claimed.
