What has actually crossed into certified state?

Releases records a constitutional boundary: the point at which an engineering increment has completed the required programme lifecycle and may be treated as an established programme baseline.

Lifecycle

Release standing is established in sequence

Engineering establishes an increment. Programme Governance assesses it against the governing programme. Release Certification establishes whether that increment has crossed the required lifecycle. Each stage answers a different question.

The capability or increment is engineering complete, but release certification has not yet established it as a programme baseline.

Released

The lifecycle is complete

Required programme governance and release certification have completed, and governing authority establishes the release state.

Substantiation

Evidence is reconciled before certification

Before certification, repository state is reconciled against the authority and evidence intended to govern the release. Engineering completion, reconciliation, governance evidence and a certification decision can substantiate release standing; none is sufficient alone.

Not every evidence artefact is public. Public visibility follows established public eligibility rather than the mere existence of an internal record.

Capability state is not a version register

Current public authority establishes released programme foundations, but it does not establish a public, named release register with certified version identifiers. This page therefore does not infer or publish version releases from implementation, tags or repository history.

Operational Readiness shows why the distinction matters. Its engineering completion is established, while release certification is still pending. It is not presented here as Released.

Release standing does not redefine authority

Canon establishes what governs Enterprise Reality. Architecture explains how it is structured and bounded. Releases answers the later question of which implemented increments have completed the lifecycle required to become established programme baselines.
